Airport Competition Plan

The Wendell H. Ford Aviation Investment and Reform Act for the 21st Century (AIR-21), dated April 5, 2000, requires the submission of a Competition Plan by certain large and medium hub airports in order for a new Passenger Facility Charge to be approved for collection or a grant to be issued under the Airport Improvement Program beginning in fiscal year 2001.  On September 30, 2004, The Federal Aviation Administration (FAA) issued Program Guidance Letter 04-08 that streamlined the Competition Plan process by eliminating the need for a written Competition Plan update from a covered airport that has submitted an original Competition Plan and two Plan updates that have been approved by the FAA, unless certain special conditions arise.
